At the time of the first IPD Dialogue in 2001, Nong Duc Manh had just been named the General Secretary of the Communist Party. Viet Nam was about to embark on a program of trade and investment liberalization with far-reaching policy, regulatory, legal, social and institutional implications.
The government and a high-level working group sought policy advice to help them achieve a stable and equitable transition and successful economic integration. IPD was invited to Viet Nam to broaden the policy debate, and since 2001, it has held three Country Dialogues, notable for the active engagement of the large number of participants and the openness and free flow of discussion. |

| Vietnam Country Dialogue 2004 |

| As a part of its Country Dialogue program,IPD organized a visit to Viet Nam in In November 2004, IPD held a policy debate based Viet Nam's current transition from a centrally planned to a market economy. The purpose of this dialogue was to discuss the role of government and markets in the transition process and how economic planning could ease the conversion. The IPD team met with the Prime Minister's Research Council, the Economic Commission of the Central Party Committee, the Deputy Prime Minister Nguyen Tan Dung and other key government officials, as well as with the donor community. The IPD team supplemented traditional thinking on many of Viet Nam's policy issues by encouraging participants to voice divergent views and engage in extensive debate. IPD also launched the Journalism maal, Covering Globalization, in Vietnamese, making the book available to reporters and holding a training session in conjunction with the policy dialogue. |

| Vietnam Country Dialogue 2002 |

| In March 2002, IPD, in conjunction with the UNDP, held a second Dialogue in In March 2002, IPD held a second Dialogue in Viet Nam. Having just signed a bilateral trade agreement with the US, Viet Nam was looking to maximize its usefulness. To that effect, the Dialogue focused on trade policy, privatization, restructuring of state-owned enterprises, rural development, and financial sector and capital market liberalization. The event consisted of a series of policy forums, including individual meetings with Prime Minister Phan Van Khai and Deputy Prime Minister H.E. Nguyen Manh Cam, and a public lecture by Professor Joseph Stiglitz to 700 participants. This event followed-up on IPD's 2001 Vietnam dialogue. |
