The Rule of Law task force aims to layout the theoretical and empirical literature on rule of law in developing countries and to analyze more effective frameworks for policy reform. The focus of the task force is to understand why many attempts to improve the performance of legal and judicial institutions have failed. Some of the key factors considered are the sharp distinctions between higher and lower courts and the availability of court substitutes. In particular, we will focus on the impact of alternatives on coalitions demanding more comprehensive reform, and on the organizational focus of both donors and recipients that confine the reform agenda to limited and special interest objectives.
