Cesar Gaviria


Mr. Cesar Gaviria Trujillo recently finished his second 5-year period as Secretary General of the Organization of American States (OAS). He was first elected OAS Secretary General in 1994. He was re-elected by the member-countries in 1999, and began his second term in September of that year. Previous to joining the OAS, Mr. Gaviria was elected and served as President of the Republic of Colombia from 1990 to 1994. He has also served his country in various capacities: he was Minister of Interior (1987-1989); Minister of Finance and Public Credit (1986-1987); Elected Member of the House of Representatives (1974) and rose to the top position in the House in 1983; Elected Councilman of the city of Pereira, Colombia (1970-1974). Mr. Gaviria was also co-chair of the Colombian Liberal Party (1986); Economic columnist for El Tiempo, his country’s leading newspaper; and director of La Tarde, a regional paper based in his hometown of Pereira.

Guillermo Perry

Dr. Guillermo Perry has been the Chief Economist of the Latin America and Caribbean region of the World Bank since August 1, 1996. Previous to joining the World Bank, Dr. Perry served his native country, Colombia, in various capacities: he was Minister of Finance and Public Credit (August 1994 - April 1996); Minister of Mining and Energy (1986 - 1988); Director of National Taxes (1974 - 1976); and Deputy Director of the National Planning Department (DNP) and the National Council for Economic Policy (CONPES), 1970. He was also a Member of the Constitutional Assembly (1991) and of the Senate of the Republic (1990). Mr. Perry was Director of two of Colombia's leading economic think-tanks: FEDESARROLLO (1988 - 1989) and Center for Economic Development Studies, CEDE, at Universidad de los Andes, Bogota (1972 - 1974). Dr. Perry holds a Ph.D. in Economics and Operational Research at the Massachusetts Institute of Technology.

Daniel H. Rosen

Daniel H. Rosen is an economic advisor specializing in China's commercial development, and writes and speaks extensively on US-China economic relations. He is the Principal of China Strategic Advisory, a specialized practice helping senior executives and directors analyze and understand commercial, economic and policy trends in Greater China. Mr. Rosen is an Adjunct Professor at Columbia University and a Visiting Fellow with the Institute for International Economics (IIE) in Washington, DC. In 2001 and 2002 Mr. Rosen directed research for an investment venture in Beijing and Shanghai focused on the value chain partners of American multinationals. From 2000-2001 he was Senior Advisor for International Economic Policy at the White House National Economic Council (NEC), where he played a managing role in completing China's accession to the World Trade Organization, accompanied the President of the United States to Asia for summit meetings, and participated in Cabinet level meetings and meetings with foreign heads of state. He has worked at IBM Governmental Relations, the US International Trade Administration, and the Woodrow Wilson Center for Scholars. He was educated at the Graduate School of Foreign Service at Georgetown University and at the Department of Asian Studies at the University of Texas, Austin. He is a Member of the Council on Foreign Relations and the National Committee for US-China Relations.

Ariel M. Sigal

Ariel Sigal is a Managing Director and Chairman of Latin America. He joined Deutsche Bank in 1998 and prior to his current position he was Head of Global Markets for Latin America.

Born in Buenos Aires, Argentina, Mr. Sigal earned his CPA from the Universidad de Buenos Aires and received his Masters degree in Finance at CEMA, Argentina. Before joining Deutsche Bank, Mr. Sigal was Head of the Latin America Structuring and Derivatives Marketing group at JP Morgan, New York and he has also worked for JP Morgan, Buenos Aires, Citibank, N.A. and Price Waterhouse.

Alberto Ramos

Alberto M. Ramos is the Senior Latin America Economist and Vice-President within the Emerging Markets Economic Research Group at Goldman Sachs & Co in New York. He joined Goldman in 2003. Prior to joining Goldman Sachs, Alberto was a Senior Economist at the International Monetary Fund in Washington DC for 6 years, where he worked with Argentina, Brazil, and Turkey and researched on issues related to debt sustainability, fiscal-monetary dominant regimes, and debt restructurings. His written work has been published in the Journal of Applied Economics, IMF Working Papers and Issues in Financial Regulation of the Federal Reserve Bank of Chicago, among others. Mr. Ramos has earned a Masters and Ph.D. in Economics from the University of Chicago specialising in Finance and Money and Banking. He has taught economics and finance at the University of Chicago and the Universidade Catolica Portuguesa. Alberto was born in Portugal and lives in Manhattan.

John Boord

John Boord is in charge of Investment Banking for Latin America at Citigroup. Mr. Boord joined Citigroup in 1992 as an Associate in the U.S. generalist program. Before joining Citigroup, Mr. Boord worked for McKinsey & Company. Between 1993 and 1998, he was Associate and Vice President of the Latin American Investment Banking group, originating and executing both fixed income and equity transactions, as well as mergers and acquisitions in the region. Between 1998 and 2000, Mr. Boord led the Latin American Equity Capital Markets team. In 2001, he was selected to lead the Investment Banking division for Mexico. Mr. Boord received a B.S.E. in Finance and Management from The Wharton School of Finance, at the University of Pennsylvania. In 1992, he graduated with a M.A. in Economics and International Relations and an MBA from Yale University.

Michel Cohen

Michel Cohen, CEO of LOLITA S.A., has been immersed in the retail industry since a very young age, when in 1960 his mother Greta and aunt Lolita opened a tiny female clothing boutique in Punta del Este, Uruguay. Fueled by his entrepreneurial family background and formal business background, Michel has turned the tiny boutique into a global apparel retailer. Today Lolita is an international apparel brand that designs and sells female apparel in Uruguay, Brazil, Chile, Latin America and Spain. As of mid 2002, Lolita is the largest apparel chain of female clothes in Uruguay with 17 stores across the country, and the company also owns 8 stores in the south of Brazil and has 16 master franchising agreements in Spain, Bolivia, Chile, Colombia, Guatemala, El Salvador, Panama Nicaragua, Costa Rica, Honduras, Guatemala, Dominican Republic, Puerto Rico, Mexico, and, most recently, the U.S. Lolita offers a wide range of classy yet informal collections of T-shirts, skirts, trousers, sweaters and blazers with a touch of fashionable style. The collection is produced in a variety of colors, models and sizes. Mr. Cohen is frequently featured as an entrepreneurial role model by Uruguay’s largest daily newspapers, El Pais and El Observador. In May 2002, Michel was featured in the cover story of the international business magazine, AméricaEconomía, highlighting his successful expansion model into the Central American, South American, Caribbean and European markets. In October 2004, Mr. Cohen received the “Excellence 2004 Award”, from the América Economía Magazine, for Lolita’s International Expansion Strategies.

Guido Lucioni

Mr. Guido Lucioni decided to join the family business (CARSA) in 1974. From 1978 to 1992, he was the general manager of the company. During these years, CARSA grew as a result of implementing efficient mechanisms of retail and introducing singular purchasing credit methods. By 1997, CARSA had expanded its business throughout Peru and had initiated operations in Ecuador, Colombia and Bolivia as well. Mr. Lucioni has since been promoted to CEO of CARSA, the largest household appliances company in Peru.

Gustavo Mascardi

Gustavo Mascardi is founder and CEO of the Mascardi Group. While studying economics in the University of Buenos Aires he played soccer both as an amateur and a professional. His career started as a stockbroker and in 1985 he purchased a seat on the Buenos Aires Stock Exchange. Professional training, financial experience, and the stock-market business were seen as the key to future success. In 1990, Gustavo identified a new business opportunity: soccer. The combination of soccer and finance would become the foundation of the Mascardi Group.

On October 5, 1995, observing the regulations of FIFA, he became the first Argentine to obtain an official license as a players’ agent. The first player he transferred to Italy was Paolo Montero, an Uruguayan who currently plays in Milan. Soon afterwards, he arranged the transfer of Colombian Faustino Asprilla to Parma. This was a groundbreaking deal, since Asprilla was the first Colombian to play in the Italian Calcio.

From then onwards, the Mascardi Group has represented over one hundred and seventy top players. The group was involved in four of the ten most expensive transfers in soccer history including those of Hernan Crespo to Lazio ($55 million), Christian Vieri to Inter ($46 million), Juan Sebastian Veron to Manchester United ($40 million), and Claudio Lopez ($30 million).

The Mascardi Group also represents half the players of the Argentine and Colombian selection teams. Over half the players in the two landmark teams in Argentina: Boca Juniors (currently rated best soccer team of the World by the IFFHS in Germany) and River Plate.

Some top players managed by the Mascardi Group include: Juan Sebastian Veron (Inter, It.); Roberto Ayala (Valencia); Hernan Crespo (Milan); Marcelo Salas (River Plate); Pablo Aimar (Valencia); Juan Pablo Sorin (Villareal); Martin Palermo (Boca Juniors); Roberto Sensini (Udinese); Claudio Lopez (Lazio); Ivan Cordoba (Inter); Juan Esnaider (Juventus).

Gonzalo Sanchez de Lozada

Mr. Gonzalo Sanchez de Lozada is a former President of Bolivia (1993-1997 and 2002-2003) and the Chairman of Compañia Minera del Sur, COMSUR S.A., the largest mining company in Bolivia dedicated to the production and processing of lead, zinc, gold and silver ores.

Previous to his first presidential period, Mr. Sanchez de Lozada was head of the Movimiento Nacionalista Revolucionario (MNR) party (1989-1993). He also served his country as Minister of Planning and Coordination (1986-1988); Senator for the department of Cochabamba and President of the Senate (1985-1986); and Member of the Chamber of Deputies representing the department of Cochabamba (1979-1985).

In 1962 he founded Compañia Minera del Sur and was President of the company until 1979 and again from 1980 to 1982. In 1957 he founded a petroleum services company, Andean Geo-Services Ltd., (aerial photography, geodesy, etc.) where he was General Manager until 1962. In 1953 he founded a documentary and commercial film production company, Telecine, which he managed until 1957.

In 1952 he received a Bachelor of Arts degree in Philosophy and English Literature from the University of Chicago.
